Ｇ８の債務全額削減決定、アフリカ諸国は歓迎

アフリカを中心とする１８カ国の債務計４００億ドル（約４兆３０００億円）を全額削減するとした主要国（Ｇ８）の財務相会合の決定に、対象になったアフリカ諸国などは１２日、次々に歓迎の声を上げた。一方で、決定の遅さへの批判や、さらに多くの貧困国の債務を減らすよう求める声も出た。
「一報を聞いて興奮した。新規に雇用する教員数を３０００人以上も増やせる」。ザンビアのマガンデ財務相はこうコメントした。モザンビークのディオゴ首相は「対外債務は国を悩ませてきた。決定には満足し感謝している」とＡＦＰ通信に語った。
全額削減の対象になったアフリカの１４カ国では、従来の返済資金を、医療や教育などに充てることになる。ＡＰ通信によると、タンザニアでは小学校に出席できる児童が６６％も増え、モザンビークではすべての子どもが予防接種を受けられるようになる見込みだという。
これに対し、ウガンダのブツロ情報相は決定を歓迎しつつ「とっくに実行されているべき決定だ」と、以前から要求があった債務削減への取り組みの遅さを批判した。
アフリカで支援を続ける非政府組織「アクション・エイド」は「まだ４０カ国以上の貧困国が同じような重い債務に苦しんでいる」と指摘した。
