Ｇ８財務相会議 アフリカ貧困国債務の完全免除で共同声明

【ロンドン今沢真】ロンドンで開かれた主要国（Ｇ８）首脳会議（英グレンイーグルズ・サミット）の財務相会議は１１日午後（日本時間１１日夜）、２日間の日程を終え閉幕した。
焦点のアフリカ支援問題は、一定の条件を満たした貧困国の債務を完全免除し、新たな資金支援を盛り込んだ英国案で合意し、これを盛り込んだ共同声明を採択した。新たな資金支援に反対していた米国が方針転換し、英国に同調したことで決着した。反対していた日本とフランス、ドイツは貧困国の政策を審査することなどを条件に歩み寄った。
現時点での債務の完全免除の対象国はアフリカを中心とする１８カ国。貧困国の世界銀行、国際通貨基金（ＩＭＦ）、アフリカ開発銀行の債務をすべて主要国が肩代わりし、今後数十年にわたり、債務返済を完全に免除する。免除額は総額で４００億ドル（約４兆３４００億円）にのぼる。
アフリカ問題は、議長国の英国が首脳会議の主要テーマと位置づけた。７月の首脳会議でブレア英首相が今回の支援策を盛り込んだ包括的なアフリカ支援策を打ち出す。
共同声明では、原油高が世界経済の大きな懸念で、これを乗り越えて成長を続けるため、各国に構造改革を強く求めた。日本と米国には、とくに財政健全化に取り組むよう促した。世界経済は、０４年に比べ０５年はやや減速するとの見通しが強まっている。Ｇ８は原油高と世界的な貿易不均衡の是正が課題であるとの認識で一致した。このため、日米と同様、欧州各国とロシアにも構造改革を進めるよう求めた。
また、主要国、新興国のなかで経済成長が偏っていることも問題点として指摘した。
また、経済成長には公正な貿易ルールの確立が必要だとの考えで一致した。世界貿易機関（ＷＴＯ）の新多角的貿易交渉（新ラウンド）が進み、年末に予定されている香港での閣僚会議で０６年末をめどにしている合意に向け、進展するように期待している。
◆財務相会議での合意・確認事項
・アフリカを中心とした重債務貧困国は、一定の条件を満たせば、国際金融機関に対する債務を完全免除
・０５年の世界経済の成長は、０４年より緩やかになるが堅調。原油高の懸念や貿易不均衡の課題を抱える
・世界経済の不均衡是正のため、米国は財政健全化、欧州とロシアは構造改革、日本は財政健全化を含む構造改革への取り組みが必要
・原油供給と精製能力向上のための投資は産油国、石油関連企業、消費国共通の利益。エネルギーの効率的利用が重要
